LEGAL EMPOWERMENT PROGRAM

The UN Treaty Engagement and Legal Empowerment Program strengthens DIWA’s role in advancing the rights of women and girls with disabilities through active participation in international human rights mechanisms and legal advocacy. This program ensures that the lived experiences and priorities of African women with disabilities are represented in global policy spaces and translated into tangible change at the national and regional levels.

DIWA engages directly with key UN treaty bodies, including the Convention on the Rights of Persons with Disabilities (CRPD), the Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW), and the Committee on Economic, Social and Cultural Rights (CESCR). Through parallel reports, statements, and participation in review sessions, DIWA and its members contribute evidence, testimonies, and recommendations that shape global standards and hold governments accountable for implementation.

At the same time, this program focuses on legal empowerment, building the capacity of women and girls with disabilities to understand, claim, and defend their rights. DIWA provides training and tools that enhance knowledge of constitutional rights, treaty frameworks, and accessible justice systems, empowering women at grassroots and national levels to participate meaningfully in law reform and monitoring processes.

The program’s strategic priorities include:
  • UN Treaty Body Engagement – preparing and submitting alternative reports, participating in treaty reviews, and following up on concluding observations.
  • Legal Empowerment and Access to Justice – equipping women with disabilities with legal literacy, advocacy, and case documentation skills.
  • Accountability and Monitoring – tracking State compliance with CRPD, CEDAW, and other human rights instruments.
  • Partnerships for Legal Reform – collaborating with human rights organizations, national human rights institutions (NHRIs), and legal aid networks to ensure inclusive justice.

Through this program, DIWA has participated in treaty review processes, including Malawi’s CEDAW and CRPD reviews, delivered statements before UN Committees, and supported women-led organizations in drafting reports and contributing to policy recommendations. These engagements have positioned DIWA as a recognized regional voice linking grassroots realities to international advocacy.

By combining global advocacy with community-based legal empowerment, DIWA works to close the gap between commitments and lived experience, ensuring that every woman and girl with a disability can claim her rights, access justice, and live with dignity.
